Why it matters
The GNSO is where domain rules are debated before they bind registries and registrars. Its working groups wrote the recent proposals that changed the Transfer Policy, including the idea of a shorter 30-day lock. The ICANN Board then votes on them. Members include registries, registrars, business and nonprofit groups. For domain owners, GNSO decisions affect how transfers, disputes and privacy work. A common mistake is thinking policy changes take effect when they are voted. Implementation can take a long time, and an effective date is set later.
